It's indicated by the article that Luiz Inacio Lula da Silva won an election against his opponent Jose Serra, during the second round to determine who will become President. However, though it was clear that da Silva was far more ahead than Serra in terms of votes, Serra kept an open mind, claiming "I'm gonna be president." He did not let a small defeat bring him down, claiming it to be "remote as there is." It's almost as if he's behaving as if the polls did not exist at all. In a sense it's a good idea to keep an open mind in terms of these things, but Serra might be pushing in that he's expecting the best, which at times can be a recipe for disaster.
